Within 60 days of enactment, the Secretary of State must submit a detailed report to Congress outlining which processes will be expedited or eliminated, what equipment and staffing should be provided automatically to new missions, and the cost of offering a 20-percent salary differential to U.S. staff at new hardship posts for their first ten years. The bill delegates broad authority to the Director of the Office of Management Strategy and Solutions to waive or reduce standard opening procedures as needed and to resolve any obstacles that arise during mission establishment. These provisions would expire ten years after the bill becomes law.
