The BUILDS Act directs the Secretary of Labor to award competitive grants to industry or sector partnerships focused on infrastructure industries such as transportation, construction, energy, information technology, and utilities. Implementation grants would provide up to $2.5 million for three years to new partnerships, while renewal grants would provide up to $1.5 million for established partnerships. The bill requires grantees to provide support services to program participants for at least 12 months, including job placement assistance, mentorship, and wage support, and to report annually on employment outcomes and credential attainment.
