Implementation grants would provide up to $2.5 million for three years to new partnerships, while renewal grants would provide up to $1.5 million for established partnerships. Eligible partnerships must engage multiple businesses, labor organizations, educational institutions, and community partners to develop training programs, apprenticeships, and career pathways aligned with infrastructure industry needs, with a particular focus on reaching individuals with barriers to employment. The bill requires grantees to provide support services to program participants for at least 12 months, including job placement assistance, mentorship, and wage support, and to report annually on employment outcomes and credential attainment.
