This bill upgrades the Ocmulgee Mounds National Historical Park in Georgia to full national park status and creates an adjacent Ocmulgee Mounds National Preserve, together forming the Ocmulgee Mounds National Park and Preserve. The Interior Department can expand the park and preserve by purchasing land or accepting donations from willing sellers, but cannot use eminent domain to force anyone to sell. Roughly 126 acres already owned by the Muscogee (Creek) Nation would be placed into federal trust on the tribe's behalf as part of its Indian country, and the tribe would receive hiring preferences for jobs at the site along with guaranteed access for traditional ceremonies and hunting, fishing, and trapping. An advisory council, with heavy tribal representation, must be formed to help develop a management plan within three years addressing land use, wildlife, and protection of sacred and cultural sites, while existing hunting and fishing rules, military overflight activities, and the neighboring Bond Swamp National Wildlife Refuge's operations remain largely unaffected. The bill authorizes whatever funding is necessary to carry out these changes, without specifying a dollar amount.
