The WASH Access Data Collection Act of 2024 directs the Environmental Protection Agency to establish a working group that will survey American households to determine how many lack access to safe drinking water or adequate wastewater treatment systems. The working group, which must include representatives from multiple federal agencies including the Departments of Interior, Agriculture, and Health and Human Services, will use this data to estimate the total cost of infrastructure improvements needed to provide universal water and sanitation access across all 50 states, territories, and tribal lands. The bill requires the EPA to submit a comprehensive report to Congress at least once every five years detailing these findings and breaking down needs and costs by state and, when possible, by congressional district. The legislation authorizes $10 million annually from 2025 through 2029 for data collection and reporting activities, with additional funding available thereafter as needed. This effort aims to help the federal government better understand and address water insecurity while prioritizing infrastructure investments more effectively.
