The Healthcare for Our Troops Act eliminates healthcare premiums and charges for members of the Selected Reserve who are eligible for TRICARE Reserve Select coverage, which is the military's health insurance program for reserve component members. Under this bill, reserve members would pay no premiums for their own individual coverage and no charges for network healthcare services, though they would still pay premiums for family coverage set at 28 percent of the actual cost of dependent coverage. The legislation also extends dental benefits without premiums to Selected Reserve members and makes adjustments to healthcare eligibility for certain military retirees under age 60. The changes take effect one year after the bill is enacted, and the Department of Defense must develop new forms for civilian healthcare providers within 180 days and submit a study within 180 days on how to transition from mass medical events to the new coverage model.
