The Ending Homelessness Act of 2023 is a comprehensive housing assistance bill designed to expand rental support and services for homeless and low-income Americans. The legislation creates a major expansion of the federal housing choice voucher program, allocating 500,000 new vouchers in 2024 and an additional 1 million vouchers each year from 2025 through 2027 for families earning up to 50 percent of the extremely low-income threshold. Beginning in 2028, the bill converts housing vouchers into an entitlement program available to all eligible low-income families, with the income threshold gradually expanding from extremely low-income families in 2030 to all low-income families by 2032. The legislation also prohibits housing discrimination based on source of income, including housing vouchers and government assistance, and authorizes $5 billion over five years for emergency grants to address homelessness, with at least 75 percent designated for permanent supportive housing. Additional provisions include $1 billion annually for the Housing Trust Fund prioritizing homeless individuals, $100 million for outreach services, $20 million for coordinating housing and health care systems, and enhanced enforcement funding for fair housing laws. The bill affects public housing agencies, homeless individuals and families, nonprofit organizations, faith-based groups, and state and local governments that administer these programs.
