Recipients must match at least 50 percent of grant funding from non-federal sources, and they must evaluate their programs' effectiveness in preparing teachers who can help English learners meet state academic standards and attain English proficiency. The legislation requires the Education Department to report publicly on evaluation results and best practices within 180 days of grant periods ending.
