The Public Servants Protection and Fairness Act of 2023 addresses how Social Security benefits are calculated for people who worked in jobs not covered by Social Security, such as certain government employees. The bill creates a new benefit formula for individuals with less than 30 years of covered employment who become eligible after 2024, allowing them to receive the higher of two calculation methods rather than the reduced amount they currently get under the Windfall Elimination Provision. Additionally, the bill provides a one-time monthly supplemental payment of up to $150 to current beneficiaries whose benefits were already reduced by this provision, beginning approximately nine months after enactment. The legislation also requires Social Security to include information about noncovered earnings on account statements sent to public servants and directs a government study to examine whether state and local governments have adequate data to track how much of their employees' pensions come from noncovered service. The bill includes appropriations to ensure these changes do not reduce the solvency of Social Security's trust funds, with implementation beginning January 1, 2025.
