The legislation also requires states to offer in-state tuition rates to homeless and foster care youth at public colleges, establishes reporting requirements for institutions to track how many of these students they serve, and directs the Department of Education to issue guidance and conduct annual training for college staff within one year of enactment. The bill affects all institutions that participate in federal higher education programs and applies these requirements beginning with the first full academic year after the law's effective date.
