The Native ELDER Act amends the Older Americans Act to improve services and support for Native American and Native Hawaiian seniors. The bill establishes an eleven-member Older Americans Tribal Advisory Committee to advise federal officials on aging programs affecting Native Americans, with members appointed by congressional committees and tribal organizations to ensure diverse representation. The legislation expands home-based services to include home modifications that help seniors remain independent and updates funding formulas for Native American aging programs to reflect current needs rather than 2019 baseline data. Within 180 days of enactment, the bill requires the Assistant Secretary for Aging to report on barriers preventing tribes from accessing federal aging programs and evaluate whether Native American caregiver support programs could be modeled after veteran caregiver programs. The Secretary of Labor must also report on how programs funded under the bill are serving Native American seniors.
