This bill directs the Secretary of Homeland Security to negotiate a bilateral agreement with Canada allowing joint U.S.-Canadian aerial law enforcement patrols along their shared border, modeled after an existing maritime enforcement partnership between the two countries. If finalized, the program would let officers from agencies like Customs and Border Protection, the Coast Guard, and Canadian law enforcement operate within 50 miles of either side of the border, with exceptions for emergencies or operational needs requiring aircraft to travel farther. The bill requires participating officers to complete training on protecting civil rights and privacy, mandates that any agreement include specific privacy protections, and requires DHS to notify Congress within 30 days of signing an agreement or launching the program. Within one year, DHS must also report to Congress on drone activity along the northern border, including threats from bad actors and privacy risks from surveillance technology; if the program isn't established within two years, DHS must explain why and recommend whether to continue pursuing it. The bill explicitly authorizes no additional federal funding to implement these provisions.
