The Weatherization Resilience and Adaptation Program Act directs the Secretary of the Interior to create a federal grant program helping low-income homeowners and affordable housing owners make their properties more resilient to climate-related extreme weather events like flooding, wildfires, and extreme heat. The bill defines eligible property owners as those with low incomes (at or below 300 percent of the poverty level), owners of affordable housing with deed restrictions, multifamily building owners with subsidized units, and manufactured home community owners. The program requires states, Native American tribes, and Native Hawaiian organizations to apply for grants and distribute them to eligible property owners for home improvements, structural modifications, and natural solutions that reduce climate hazards, with a requirement that rents in multifamily buildings cannot increase for two years following improvements. The legislation authorizes $250 million annually for the Interior Department and $2 million annually for the National Institute of Standards and Technology from fiscal years 2024 through 2029, with the Secretary required to establish rules and grant criteria within 180 days of enactment and develop building standards within one year.
