Read twice and referred to the Committee on Foreign Relations.
The Five AIs Act 2024 directs the Secretary of Defense to establish a working group within 90 days to develop and coordinate artificial intelligence initiatives among the Five Eyes countries—the United States, United Kingdom, Canada, Australia, and New Zealand. The working group will compare AI systems and practices across these countries, identify ways to improve interoperability of AI for intelligence and military operations, develop shared strategies for AI research and ethical frameworks, and coordinate procurement and adoption of AI technologies. The Secretary of Defense must submit a detailed plan to Congress within 60 days and provide biannual progress reports on the group's activities and milestones. The working group is set to terminate on September 30, 2028, though the Secretary may extend it if deemed necessary for national security, and the legislation ensures that each country retains control over its own AI knowledge and technical data under its own export laws.
