This bill requires the Secretary of Defense to evaluate existing relocation assistance programs available to military members and their families, particularly focusing on moves to high-cost areas. The evaluation must analyze whether current programs meet military families' needs, identify the most-used programs and barriers to access, and assess housing availability at military installations in expensive regions. The Secretary must consult with military family support organizations, service members who have recently relocated, military commanders, local officials, and housing experts to gather comprehensive information. Within one year of the bill's enactment, the Secretary must submit a report to Congress with findings and recommendations, and within six months of completing the evaluation, publish a best practices guide for military installations and local communities. Additionally, the Government Accountability Office must review the implementation of these best practices within three years after the guide is published to assess whether relocation assistance has improved for military families moving to costly areas.
