This bill would create a federal firearm licensing system and record-keeping requirements for certain gun sales. Anyone wanting to own a handgun or semiautomatic rifle with a detachable magazine would need to obtain a federal firearm owner license from the Attorney General within one to two years, depending on when they acquired the gun. The license application would require background checks, fingerprints, mental health evaluations for some applicants, and a fee of up to $10. Licensed dealers would be required to verify that buyers hold valid licenses before completing qualifying firearm transfers, and they would need to report all such sales to the federal government within 14 days. The bill also establishes additional requirements, including mandates for gun owners to report lost or stolen firearms within 72 hours and to notify the Attorney General of address changes within 60 days. The legislation creates criminal penalties of up to 10 years imprisonment for violations of the licensing and transfer requirements. Gun owners would have limited exemptions, including law enforcement, military members, hunters with valid licenses, and those using firearms under direct supervision at ranges or in safety courses. The bill would take effect generally one year after enactment, with some provisions taking effect within 180 days.
