The legislation provides tax credits to community organizations like libraries and museums that extend their hours or waive admission fees during heat emergencies, makes box fans eligible for reimbursement through health savings accounts, and creates a program to check on seniors during extreme heat periods. Funding would run from fiscal years 2024 through 2034, with specific appropriations for each program ranging from $10 million to $100 million annually, targeting assistance to low-income communities, elderly people, and other heat-vulnerable populations.
