The ENABLE IC Acquisitions Act of 2024 aims to modernize how the intelligence community acquires new technologies and talent from the private sector. The bill establishes a $75 million Intelligence Community Technology Bridge Fund to help companies and nonprofits transition promising technologies from research and development into full-scale production, with priority given to small businesses and nontraditional defense contractors. It also expands personnel exchange programs between intelligence agencies and private-sector organizations in fields like artificial intelligence, cybersecurity, and biotechnology, extending temporary assignments from three years to five years and allowing intelligence officials to hire private-sector employees without requiring additional personnel positions. Additionally, the legislation permits intelligence agencies to purchase products and services from companies that have previously worked with In-Q-Tel, the intelligence community's venture capital arm, without using competitive bidding if those products have been certified to meet identified intelligence needs. The Director of National Intelligence must submit annual reports to Congress detailing how the Technology Bridge Fund and personnel exchange programs are being used and their results.
