This bill would prohibit the President, Vice President, Members of Congress, and other senior federal officials from accepting payments from foreign governments, foreign-controlled businesses, or members of foreign royal families without first getting approval from Congress. The ban would apply not only while these officials are in office but also for two years after they leave their positions. Officials who want to accept such payments would need to submit detailed written notices to the Office of Government Ethics, which would then forward the request to Congress, which would have 90 days to vote on approval through a concurrent resolution. Violations could result in civil penalties up to $5,000 plus the payment's value, criminal penalties of up to one year in prison and $50,000 fines, and forfeiture of the payments to the U.S. Treasury, though there is a safe harbor allowing officials to keep accidental payments if they report and return them within 72 hours. The bill also requires the Office of Government Ethics to enforce these rules and ensure officials disclose all foreign payments in their financial disclosures.
