The NSF AI Education Act of 2024 directs the National Science Foundation to expand artificial intelligence and quantum computing education across the country through a wide range of scholarship, fellowship, and grant programs. It establishes need- and merit-based scholarships for undergraduate and graduate students studying AI, quantum hybrid computing, AI in agriculture, AI in education, and AI in manufacturing, with priority given to students at rural, Tribal, and minority-serving institutions. The bill also creates at least five Community College and Vocational School Centers of AI Excellence, funds K-12 research on AI teaching methods for low-income and rural students, launches a nationwide AI and quantum outreach campaign, and supports "grand challenge" prize competitions aimed at training one million workers in AI-related skills by 2028. Additional provisions require NSF and other federal agencies to issue guidance on introducing AI into K-12 classrooms within two years, direct the National Institute of Standards and Technology to build workforce skill frameworks for AI and other emerging technologies, and impose safeguards against foreign influence in gift funding and partnerships. Programs affect students, teachers, colleges, land-grant universities, and industry partners nationwide, with most funding activities contingent on future congressional appropriations and several provisions including reporting deadlines and a seven-year sunset for the AI Centers of Excellence program.
