To establish a pilot program to develop, expand, and maintain digital community resource guides to advance the reentry efforts of individuals returning to their communities after incarceration.
The Reentry Resource Guide Act of 2023 directs the Attorney General to establish a pilot program that awards grants to states for creating and maintaining digital guides listing community resources available to people returning home after incarceration. These guides must be comprehensive and searchable by region, covering essential services such as employment, housing, mental health treatment, legal aid, medical care, and numerous other support resources. States applying for grants must demonstrate a strategy for identifying resources, identify responsible personnel for managing the guides, and explain how they will promote awareness of these resources to incarcerated and formerly incarcerated individuals. Each grant runs for three years, with funds supporting planning, implementation, staff salaries, language translation, and website maintenance. The bill authorizes $8 million annually from 2024 through 2027 to support the pilot program, and requires grantees to submit annual reports while the Attorney General must evaluate the program's effectiveness in reducing recidivism and improving overall reentry success before submitting findings to Congress.
