This bill requires the Small Business Administration to provide training to federal agencies that fall short of meeting their goals for awarding contracts to businesses owned by service-disabled veterans. The SBA must work with the Office of Veterans Business Development to create and deliver this training, as well as issue guidance on best practices for increasing such contract awards within 180 days of the law's enactment. The bill affects federal agencies government-wide that have not met their established contracting targets for service-disabled veteran-owned small businesses. Finally, the SBA must submit annual reports to Congress documenting which agencies missed their goals, how many training sessions were provided, and what content was covered in those trainings.
