The Global Respect Act imposes sanctions on foreign government officials and individuals who commit serious human rights abuses against LGBTQI people, including torture, prolonged detention, forced disappearances, and other flagrant violations of the right to life and liberty. The bill affects foreign nationals identified as perpetrators of these abuses by making them ineligible for U.S. visas and entry into the United States, along with their immediate family members, and requires the President to maintain and publicly update a list of such individuals every six months. Within 180 days of enactment and biannually thereafter, the President must submit this list to Congress in unclassified form, with individuals potentially removed if they are prosecuted appropriately, demonstrate significant behavioral change, or if removal serves vital national security interests. The bill also requires the State Department to designate senior officers to track violence and discrimination against LGBTQI individuals worldwide and to include information about such abuses in annual human rights reports to Congress. The legislation allows for exceptions to these sanctions in certain national security situations and for immediate family members who face persecution based on their own sexual orientation, gender identity, or other protected characteristics.
