This bill directs the Department of Energy and the Small Business Administration to establish a formal partnership for joint research and development activities that serve both agencies' missions and priorities. The agencies must enter into a memorandum of understanding or similar agreement to coordinate these efforts, with a specific requirement to include small businesses in the research activities where appropriate.
