The Fatal Overdose Reduction Act of 2024 establishes a demonstration program to combat the opioid and drug overdose crisis by creating "Health Engagement Hubs" that serve as one-stop locations for people seeking treatment for substance use disorders. These hubs will offer comprehensive services including harm reduction supplies, medication-assisted treatment, mental health care, case management, housing assistance, and other support services, prioritizing placement in communities hardest hit by overdose deaths and in medically underserved areas. The Secretary of Health and Human Services will first award planning grants to interested states within one year, then select at least ten states to participate in a two-year demonstration program starting no later than two years after enactment, with priority given to states with the highest overdose death rates. States will receive enhanced federal Medicaid funding to cover services provided through these certified hubs, and the program requires comprehensive reporting and evaluation to measure impacts on overdose mortality, treatment access, and health outcomes. After the demonstration concludes, the Government Accountability Office will conduct an independent analysis comparing the effectiveness of these Health Engagement Hubs to traditional opioid treatment programs.
