This bill expands the authority to use forfeited assets from sanctioned Russian and Belarusian entities to help Ukraine rebuild and recover from Russia's invasion. The legislation broadens what types of seized property can be transferred to Ukraine by including assets involved in violations of export controls and sanctions regulations, not just property directly belonging to sanctioned individuals. The Attorney General, in consultation with the State and Treasury Departments, must submit a plan within 30 days of the bill's enactment describing how these forfeited assets will be used to remediate harm to Ukraine. Additionally, the administration must provide Congress with progress reports every 180 days on how much money or property has been transferred and what it has accomplished in supporting Ukrainian relief efforts. This measure essentially gives the federal government more tools to redirect seized Russian and Belarusian money and property toward helping Ukraine recover from the ongoing conflict.
