This bill updates the Crow Tribe Water Rights Settlement Act of 2010 to improve how federal funds are managed and used for water infrastructure projects on the Crow Reservation in Montana. It eliminates the original centralized municipal, rural, and industrial (MR&I) water system and instead gives the Crow Tribe more direct control over funding through two new accounts: the Crow CIP Implementation Account and the MR&I Projects Account, both of which the Tribe can use to plan, build, and maintain its own water infrastructure, including domestic water systems and wastewater facilities. The Tribe would retain full ownership and operational control of any infrastructure built with these funds, and the federal government would no longer be responsible for maintaining or repairing MR&I projects going forward. The bill also extends the timeline for certain Yellowtail Dam-related obligations from 15 to 20 years and includes technical corrections to align section references throughout the original law. Overall, the legislation aims to give the Crow Tribe greater flexibility and autonomy in managing federally funded water projects while updating outdated provisions in the 2010 settlement act.
