This bill aims to speed up access to over-the-counter birth control pills by requiring the FDA to give priority review to drug manufacturers' applications seeking to make routine-use oral contraceptives available without a prescription for adults. It excludes emergency contraceptives and drugs also used for abortion from this fast-track process, and it waives the usual application fee for qualifying requests. While adults 18 and older could access these approved contraceptives without a prescription, those under 18 would still need one.
