This bill reshapes federal land management across Southern Nevada, primarily in Clark County, to balance conservation, tribal interests, and local economic growth. It transfers roughly 48,000 acres into trust for the Moapa Band of Paiutes and about 3,150 acres for the Las Vegas Paiute Tribe, expanding their reservations while clarifying water rights and gaming restrictions. The legislation also expands protected areas, including the Red Rock Canyon National Conservation Area, Sloan Canyon National Conservation Area, and creates new wilderness designations and special management zones covering hundreds of thousands of acres to protect desert habitats and offset development impacts under Clark County's endangered species conservation plan. At the same time, it authorizes numerous land conveyances to cities like Las Vegas, Henderson, North Las Vegas, Boulder City, and Mesquite, along with water and flood control districts, for public parks, fire stations, water infrastructure, and flood control facilities, generally at no cost but with reversion clauses if the land isn't used for its intended purpose. Additional provisions establish off-highway vehicle recreation areas, adjust affordable housing land-transfer rules, and set timelines—such as completing surveys within 60 to 180 days and finishing unfinished flood-control weirs within 8 years—to implement these changes.
