This bill aims to reduce regulatory barriers that limit housing construction and affordability across the United States. The Department of Housing and Urban Development would provide technical assistance to states and localities to reform their zoning and land-use regulations, including reducing parking minimums, allowing more diverse housing types like duplexes and accessory dwelling units, and streamlining development reviews. The bill authorizes $20 million annually from 2025 through 2029 for these technical assistance efforts, plus additional funding for zoning mapping projects and grants to communities developing pre-approved affordable housing designs. Within three years, HUD must publish guidelines and best practices for both state and local zoning reforms, developed with input from housing advocates, developers, planners, community members, and other stakeholders. The legislation also changes how affordable housing tax credits are awarded by preventing states from considering local government opposition to affordable housing projects as a selection criterion.
