This bill requires the Attorney General to submit detailed annual reports to Congress about the Department of Justice's efforts to counter Chinese national security threats, including espionage, theft of intellectual property, and recruitment of researchers at universities and defense facilities. The reports must be submitted within 90 days of the bill's enactment and then every year for seven years total. Each report must include information about resources dedicated to combating Chinese Communist Party threats, how well these programs are working, and what safeguards are in place to protect Americans' civil rights and privacy. The Attorney General must work with the Director of National Intelligence, Secretary of Homeland Security, Secretary of Defense, and other relevant officials to prepare these reports. While the reports will be publicly available, they may include a classified section for sensitive information.
