The bill creates a streamlined application process for small farmers with diverse crops, including those in urban and direct-to-consumer operations, with reduced paperwork requirements and twice-yearly reporting deadlines. Farmers who commit to moving to whole farm revenue insurance receive premium discounts of up to 50 percent over three years, with the Agriculture Department accepting tax forms to establish farm income history. The legislation also improves loss documentation for hand-harvested crops and allows remote or in-person field assessments as alternatives to traditional loss adjuster appraisals, especially when adjusters are unavailable within 72 hours. The bill expands coverage limits for beginning, limited-resource, socially disadvantaged, and veteran farmers, with the Secretary required to issue implementing regulations within 90 days of enactment.
