This bill establishes a Special Envoy for Sudan at the State Department to coordinate the United States government's response to the ongoing conflict in Sudan. The Special Envoy will report directly to the Secretary of State and lead diplomatic efforts to support negotiations, direct humanitarian assistance, and work toward a path for Sudan's national recovery and democratic transition. The envoy will coordinate policy across all State Department bureaus and with other federal agencies, and must keep Congress regularly informed about diplomatic progress. The State Department has 90 days after the bill's enactment to brief Congress on the staffing plan for this position, including the number of staff and their expertise. The Special Envoy position will automatically end five years after the law takes effect.
