The Rural Recovery Act of 2024 directs the Secretary of Agriculture to establish a program providing technical assistance to rural communities recovering from presidentially declared disasters. The program would help eligible rural communities, defined as census-designated places with populations under 20,000, navigate the recovery process by assisting with planning, identifying funding sources, and preparing applications to federal and state agencies for disaster relief. Technical assistance providers, which can be state rural development offices or contracted nonprofit organizations, would support communities in addressing needs related to telecommunications, water and energy infrastructure, housing, business development, and local government facilities. Rural communities would be eligible to receive this assistance for three years following a disaster declaration, with the possibility of a three-year extension on a case-by-case basis. The bill authorizes $50 million annually in funding to support these technical assistance efforts, with allocations distributed among affected communities based on population data from the most recent census.
