This bill directs the Secretary of Commerce, working through the National Institute of Standards and Technology, the Hollings Manufacturing Extension Partnership, and its regional Centers, to develop training resources within one year to help small businesses adopt artificial intelligence and other emerging technologies like quantum-hybrid computing. It specifically targets small businesses in rural, Tribal, and underserved communities, as well as manufacturers, covering practical topics like accessing credit, financial management, cybersecurity, marketing, government contracting, and exporting. These materials would be distributed through existing Small Business Administration partners such as small business development centers, women's business centers, SCORE, and veteran business centers, and the Secretary may also award grants to organizations that provide AI training using these resources. The Secretary must update the training annually and report to Congress on its development, distribution, and measurable impact on small business revenues, sales, and jobs. The entire program is set to expire three years after the law takes effect, giving it a limited, temporary timeline.
