The Workforce Innovation Leader Act amends federal job training law to create two tiers of training providers: a standard provider list overseen by state governors, and a new "Workforce Innovation Leaders" list overseen by the federal government for top-performing providers. To qualify for the standard list, training providers must have been in business at least two years, hold a valid business license, and offer programs leading to recognized credentials. Providers on the standard list must report performance data on employment rates, earnings, and credential completion, with governors setting performance thresholds. Providers meeting higher federal performance standards—including 80 percent program completion rates and median earnings at least 20 percent above high school graduate wages—can earn placement on the prestigious WIL list and display a special seal of excellence. Providers who fail to submit required performance data within the deadline will lose eligibility for at least three years. The bill streamlines the application process by limiting information requirements to what is necessary to establish and maintain eligibility, with data collection timelines tied to when participants exit training programs.
