The Building Youth Workforce Skills Act amends federal workforce training law to expand how young people can access job training programs. Currently, youth workforce funding is limited in how it can be used, but this bill allows states and local areas to create individual training accounts for young people aged 16 to 21 who are still in school, as well as out-of-school youth of any age. These accounts would work the same way they do for adults and displaced workers, giving young people more flexibility to choose training programs from approved providers that match their career interests. The bill does not specify new funding amounts or timelines, instead redirecting how existing workforce development dollars can be spent to benefit young people entering the job market.
