Within 180 days of the bill's passage, the Secretary of Defense must submit a classified intelligence assessment to Congress detailing how terrorist groups acquire drones through commercial purchases, theft, illicit manufacturing, or state sponsorship, identifying key suppliers and trafficking networks. The assessment must also evaluate how well the U.S. is coordinating with allies to prevent drone transfers to terrorist organizations and recommend new laws or policies to combat the threat. No specific funding is authorized in the bill.
