This bill would prohibit federal agencies from contracting with companies that boycott Israel. Companies bidding on federal contracts exceeding $100,000 for services or information technology would be required to certify they are not participating in boycotts of Israel, starting January 1, 2024. If a federal agency discovers a contractor has violated this requirement during the contract term, it must notify the company and can terminate the contract 30 days later unless the company ends its boycott. The bill includes a rule stating it does not infringe on First Amendment rights and does not take a position on Palestinian-Israeli conflict issues. The legislation applies to organizations with more than 10 employees, excluding sole proprietorships and individuals.
