This bill amends federal clean air regulations to allow the Environmental Protection Agency to sell renewable fuel credits to companies that have obligations to blend renewable fuels into their fuel supply. The credits would be priced at no more than $0.20 per credit and adjusted for inflation, giving companies an alternative compliance option. The revenues generated from selling these credits would be divided three ways: one-third funds EPA grants for advanced biofuel development, one-third supports the Department of Agriculture in helping farmers invest in alternative and diversified crops, and one-third goes to a new Habitat and Wildlife Restoration Fund managed by the Interior and Agriculture departments to protect lands most affected by corn and soy expansion. The bill specifically targets habitat protection in grasslands, wetlands, forests, and waterways in areas that have experienced significant agricultural conversion since 2007.
