This bill would establish the Baaj Nwaavjo I'tah Kukveni Grand Canyon National Monument in Arizona, protecting approximately 1.07 million acres of public land in the Grand Canyon region. The monument would be jointly administered by the Secretaries of Interior and Agriculture to protect the area's historic, cultural, archaeological, natural, and recreational resources, with special recognition of its importance to twelve Native American tribes including the Navajo Nation, Hopi Tribe, Havasupai Tribe, and others who have ancestral and spiritual connections to the landscape. The legislation requires completion of a comprehensive management plan within two years that incorporates tribal knowledge and allows for tribal co-stewardship, and establishes a Tribal Commission with one representative from each affiliated tribe to guide monument policies and management. The bill permits continued hunting, fishing, grazing where previously established, and recreational activities like hiking and camping, while withdrawing the land from mining operations and mineral leasing. The bill does not create new water rights, does not affect existing water allocations or tribal treaty rights, and preserves Arizona's authority over wildlife management within the monument.
