To provide for disadvantaged business enterprise supportive services programs at modal administrations of the Department of Transportation, and for other purposes.
This bill expands support programs for disadvantaged and minority-owned businesses across three major transportation agencies. For highways, it increases the Federal Highway Administration's funding cap for supportive services from $10 million to $25 million annually. The bill creates new supportive services programs at the Federal Transit Administration, allocating up to $5 million per year to help small businesses owned by socially and economically disadvantaged individuals prepare to compete for transit-related contracts. It also establishes a similar program at the Federal Aviation Administration, providing up to $5 million annually from the Airport and Airways Trust Fund for training and assistance at airport projects. All changes take effect October 1, 2023, and the bill adjusts funding levels for fiscal years 2024 through 2026 across these agencies to accommodate the new initiatives.
