The SMART in Schools Act directs the Secretaries of Health and Human Services and Education to jointly develop and distribute educational toolkits about artificial intelligence and social media's impact on young people, with a focus on mental health and digital resilience. The legislation requires different tailored toolkits for distinct audiences including students, educators, school administrators, parents, pediatric healthcare providers, and school mental health professionals, with content covering how these technologies function, their risks to youth mental health, signs of unhealthy use, and strategies for responsible engagement. The toolkits must be evidence-based, culturally appropriate, and inclusive of diverse populations including those with disabilities, different sexual orientations and gender identities, and various racial and ethnic backgrounds. Development must begin within one year of the bill's enactment, with updates every two years and annual dissemination through schools, health centers, youth organizations, and other community pathways. The bill authorizes $2 million in funding to support toolkit development and distribution.
