This bill requires the federal government to publicly report all spending related to presidential declarations of national emergencies using the same transparency requirements that apply to regular federal spending. Currently, emergency spending can be handled through separate channels with less public scrutiny, but this legislation would mandate that emergency funds be tracked and disclosed through the existing Federal Funding Accountability and Transparency Act database within six months of the bill's enactment. The reporting would include detailed information about how much money is appropriated, spent, and obligated for each declared emergency, broken down by agency and program activity. The Office of Management and Budget and Treasury Department would be responsible for updating data standards to include unique identifiers for all emergency spending so the public can easily identify and track these funds online. This bill would affect all federal agencies that receive emergency appropriations and would make it easier for taxpayers, Congress, and watchdog organizations to monitor how emergency funds are being used.
