This bill authorizes the President to sell up to two Virginia Class submarines to Australia over a 15-year period to strengthen the trilateral security partnership among Australia, the United Kingdom, and the United States known as AUKUS. Before any transfer can occur, the President must certify to Congress that the sale will not harm U.S. undersea capabilities, is consistent with national security interests, and that the United States has sufficient industrial capacity and enriched uranium to maintain its own submarine fleet requirements. Australia must also cover all costs associated with the transfer, and any repairs or refurbishment should be performed at U.S. shipyards when possible. Congress retains the power to block a proposed transfer through a joint resolution of disapproval submitted within 270 days before the sale, and the Defense Department must submit detailed annual reports to Congress for 15 years on the implementation of the submarine transfers and AUKUS partnership efforts.
