To amend the Omnibus Crime Control and Safe Streets Act of 1968 to establish the Adverse Childhood Experiences Response Team grant program, and for other purposes.
The National ACERT Grant Program Authorization Act would establish a new federal grant program to help states, local governments, tribes, and community organizations respond to childhood trauma and adverse experiences. The grants would fund the creation of Adverse Childhood Experiences Response Teams that bring together law enforcement, mental health professionals, and social services to help children exposed to trauma access care and support. Eligible uses of grant funding include developing protocols for trauma response, training first responders in trauma-informed care, creating partnerships between behavioral health providers, and identifying barriers to mental health services in communities. The bill authorizes $10 million per year in federal funding for the program from 2024 through 2027. The Attorney General, working with the Department of Health and Human Services, would oversee the grants and set application requirements for interested organizations.
