This bill establishes new rules for how provisional ballots are cast and counted in District of Columbia elections. Under the legislation, DC residents can cast a provisional ballot if they claim to be registered voters but their names don't appear on the voter roll or if they lack valid identification at the time of voting. However, voters without identification would have until 5 p.m. on the second day after Election Day to provide ID to election officials, or their ballots won't be counted. The bill also requires that if a registered voter casts a provisional ballot at a different polling place than the one where they're registered, they must prove they're registered in that new polling place's jurisdiction for the ballot to count. The legislation amends the Help America Vote Act of 2002 and applies to all DC elections, including federal elections and ballot initiatives.
