This bill requires the United States Postal Service to pause and study major network changes before putting them into effect. Before consolidating facilities, streamlining operations, or reducing transportation routes, the Postal Service must submit a comprehensive proposal to the Postal Regulatory Commission and wait for the Commission's opinion, which must be issued within 180 days. The Commission's review must also assess whether previously implemented network changes since January 1, 2023, should be reversed. The Postal Service cannot proceed with any proposed network changes until it receives the Commission's opinion and responds to Congress and the Commission explaining whether it will follow the Commission's recommendations. Additionally, the Postal Service is prohibited from implementing any network changes that the Commission finds would likely have a negative impact on mail service.
