This bill strengthens the Shadow Wolves Program, a Native American tactical unit within Immigration and Customs Enforcement that tracks and interdicts illegal border crossings on tribal lands, particularly the Tohono O'odham Nation in Arizona. It requires the ICE Director to work with tribal governments to clarify the program's mission, determine staffing needs, and update recruitment and retention strategies within 180 days of enactment. The bill also mandates that current tactical officers receive detailed information to help them decide whether to reclassify as special agents, requires a succession plan for anticipated retirements, and directs ICE to identify criteria for expanding the program to additional tribal lands. Officers who successfully serve three years as Shadow Wolves would be allowed to convert noncompetitively into permanent career positions in the federal competitive service. ICE must report to Congress on implementation progress within one year, and the bill specifies that no new federal funding is authorized to carry out these changes.
