# Summary of S. 4699, the Insurrection Act of 2024 This bill rewrites the federal law governing when the President can deploy the military to suppress insurrections, rebellions, or domestic violence within the United States. The bill makes such deployments significantly more difficult by requiring the President to exhaust state and local law enforcement options first and to obtain congressional approval. Before using armed forces, the President must issue a proclamation specifying the legal basis for the action and submit a detailed report to Congress, including certification from the Attorney General that other options have been exhausted. The President's authority automatically expires after seven days unless Congress passes a joint resolution approving the deployment, and any approval lasts only fourteen days before congressional renewal is required. The bill also creates expedited procedures for congressional consideration of approval resolutions and allows individuals or entities harmed by military deployment to sue in federal court for relief, with courts required to expedite such cases. The legislation applies to all fifty states plus Puerto Rico, the District of Columbia, Guam, and the Virgin Islands, and explicitly prevents National Guard members performing routine training duties from being used for these purposes.
