This bill directs the National Cyber Director to develop and submit to Congress a detailed plan for creating a federal institute dedicated to training government cybersecurity workers. The plan must address practical details like curriculum design, whether to use existing federal facilities or build new ones, a badging system to certify skills, security clearance procedures for trainees, and possible partnerships with five universities recognized for cybersecurity excellence. The Director must submit this plan within 180 days of enactment and brief relevant congressional committees within 280 days, covering estimated costs and any new authorities needed. Notably, the bill does not authorize any new funding, meaning the planning work and eventual institute would need to be paid for through existing budgets, with actual establishment of the institute left for future legislation.
